Malay-sian Police murder 5 Indians, 17 year old juvenile and 19, 21, 22, and 24 year old youths.

Re: 1)  Malay-sian Police murder 5 Indians, 17 year old juvenile  and 19, 21, 22, and 24 year old youths.

2) HRP to restart public campaigns against UMNO led government and police murderers.

3) Royal Commission of Inquiry for “Shooting Order”.  

 

We refer to the above matter and to the aforesaid Malaysian police shooting spree of five Indian youths including a 17 year old juvenile Loganathan Gobi (17), Visvalingam Mukiah Devam (19), Govindarajan Arumugam (21), Apenesan (22) and Surentheran Ramapathi (24) (Tamil Nesan , Malaysia Nanban and Makkal Osai headlines on 9/11/2009)

 

This is cold blooded Malay-sian police murder of the 17 year old Indian juvenile and four other Indian youths aged 19, 21, 22 and 24. This juvenile in particular, if at all should have been in the Hendry Gurney school and not murdered by the police in this manner and fashion.

 

From our monitoring since our Police Watch and Human Rights Committee days since eleven years ago the police are even up to this case still up to their same old tricks and pattern of “the suspects looked suspicious, police gave chase, the suspects shot at the police, police in self defense shot dead the suspects, the suspects have a host of up to thirteen (13) “criminal records” and wanted for nine robbery cases. (NST 9/7/2009 at page 21) they are suspects in a host of criminal cases, and there are zero witnesses to speak up on this “secret police operation” which almost always are done in the cover of darkness where the roads are all cordoned off and no public witnesses are allowed to witness the same and an assortment of weapons are “found” with the suspects but they are unable to defend themselves as they have been murdered by the police. Such blatant atrocities of this nature does not happen in any other part of the world except in Malay-sia. The Malay-sian police cannot be let off with their above the law mindset. 

 

This police and the UMNO led Malay-sian government’s “cerita dongeng” has long been rejected by in particular the Malaysian Indians which was so evidently shown in the 8th March 2008 General Elections.

 

It is a shame that the police force was allocated RM 1 Billion in the 2010 Bdget to improve their “services” (NST 24/10/2009 at page 28) but have been so grossly inefficient so as to be unable to arrest even five “small boys” alive and prosecute them in a court of law and sentence them to jail accordingly if found guilty. The police cannot even follow the basic law in Article 5 of the Federal Constitution which guarantees the right to life.   

 

The “leader” of this group of suspects if he in fact has 13 criminal records and wanted for nine robbery cases (NST 24/10/2009 at page 28) he should have been in jail in the first place and not “on the loose”. This brings us to the next question of whether the police themselves have “been involved and/or profited from these suspects crimes” so much so that they were on the “prawl” when they should have been behind bars?  If they were such dangerous criminals deserving to be shot dead why are they outside and not in jail. In any event what have the police been doing until nine robberies were committed. Why were these crimes allowed to continue when the police have knowledge of the same. Why were they not arrested prosecuted and/or jailed any earlier?

 

 If at all, this only goes to prove police inefficiency and/or gross negligence which in turn calls for the sacking of the Inspector General of Police (IGP) and the Federal Police Criminal Investigations Department (CID) and a Royal Commission of Inquiry be urgently set up to investigate on this unofficial police “shoot to kill” policy.

 

We have vide our letter to the Prime Minister dated 27/10/2009 staed and hereby once again reiterate herewith as follows:-

a)     RM One Billion to improve the services of the police (NST 24/10/2009 at page 28)

 

(HRP’s Note: But UMNO refuses to allocate RM 1 Billion to keep especially Indian youths out of crime for example by giving them the licences, loans and training as given by PNS, MARA, Bank Rakyat and Entrepreneur Development Ministry and the Agriculture and Agro based Industry Ministry to Malay youths to open up and operate Petronas, Shell, Mobil and Esso petrol stations, KFC, Mc Donalds, A&W, Ayamas and scores of other franchise outlets, food shops and tid bit outlets at the scores of low rental and high income Highway rest areas, government buildings, government build food courts etc and thousands of other government supported businesses.

 

No individual let alone these Indian youths would want to indulge in a world of crime if they had been given equality and equal upward mobility opportunities as is given to the Malay muslim youths in this country.

 

There are records of up to 1.3 persons being murdered by being shot dead by the Malaysian police every week (The Star 11/5/1999) (and currently we estimate up to 90% of the local victims are Indians).

 

We note that in the 1980’s the police force did not practice this “unofficial shoot to kill order”. In this era crime buster S. Kulasingam for example successfully captured alive about the most wanted at and dangerous criminal ie Botak Chin despite he himself (S. Kulasingam) having been shot and wounded by Botak Chin. Botak Chin was put on trial, sentenced to death, exhausted all his appeals to the higher courts, his pardon being turned down and he was finally sent to the gallows. (Refer NST 25/09/2005 at page 10) This is the due process of the law. This is the rule of law.

 

We regret to notify your goodselves that if this especially race based police murders are not put to a stop we would be left with no alternative but to resume our public campaigns against the same locally and also resume our campaigns at the international level as a last resot.
