UMNO: 8,500 Kemas kindergartens nationwide, 2,500 new Malay muslim Kemas Kindergartens to be built in 3 years. Nothing for poor Indian neighbourhoods.

1,000 new kemas kindergartens for 99% Malays, but denied in all 523 Tamil school, 90% cannot read & write in standard one properly, cannot affort kindergarten.

RM232.8 Billion 2012 Budget: No delivery mechanism to filter down to Indian poor as in previous 54 years. At least RM2.328 Billion (1%) should have been allocated for the 8% Indian poor.
