The Human Rights Party (HRP) has appealed to the United Nations to intervene in the Malaysian government’s denial of scholarships and study loans for top Indian students, as well as places for them in university and matriculation courses.
In a memorandum addressed to the UN, HRP called on the body to despatch a fact-finding mission to investigate the matter, which the party described as "akin to apartheid".
HRP information chief S Jayathas described the memorandum to the UN as the "last resort", following the party’s unsuccessful attempts to seek intervention from the prime minister and the King.
"We have no other avenue as we have exhausted all political and legal options," Jayathas (right) said.
He also said that many people have promised the HRP help on this issue, but he described them to be the cakap tak serupa bikin type.
United Nations Children’s Fund (Unicef) representative Hans Olsen received the memorandum on behalf of the United Nations Development Programme (UNDP) resident representative, Kamal Malhotra, who was predisposed.
"I will take it (the memorandum) to Kamal and he will decide what we (the UN) can do," Olsen said.
Among others, Jayathas had previously submitted memoranda to the prime minister as well as to the Yang diPertuan Agong, and has also made 31 police reports against the federal government.

He was accompanied by HRP adviser Pathmarajah Nagalingam, central working committee member Jeevindra Kumar Krishnan and six party members.
Around 20 riot police personnel were gathered outside the UN headquarters, but no untoward incident was reported.
The HRP has been championing the cause of an estimated 2,237 high achieving but financially constrained Indian students in the country who have been denied opportunities for tertiary education.
The party tried to submit a memorandum to the King at his palace recently, in which it sought the establishment of a royal commission of inquiry to address the issue.
In the memorandum, HRP also called for a UN official to head the selection committee for the allocation of Public Service Department scholarships as well as matriculation and university placements for the next five years.

9/11/2010 இந்தியப் பிரதமரின் மலேசிய வருகையின் போது பிரதமர் மற்றும் அக்குழுவிலுள்ள இந்திய கல்வி மற்றும் வெளியூர் இந்திய விவகார மூத்த அதிகாரிகளுடன் சந்திப்பு நடத்தி, இந்நாட்டின் ‘விளம்பர வெற்றிகளால்’ வெளியுலகுக்கு அறிந்திராத வகையில் 2.5 மில்லியன் இந்திய வம்சாவளி மலேசிய இந்தியர்கள் கடந்த 53 ஆண்டுகாலங்களாக  அனுபவித்து வரும் வேதனை மற்றும் துன்பங்களிலிருந்து விடுவிக்க இந்திய அரசின் உதவியைக் கோருவதே இச்சந்திப்பின் முக்கிய அம்சாமாகும் என்று அவர் அக்கடிதத்தில் கேட்டுக் கொண்டார். மேலும் இதன் தொடர்பில் 1) Malaysian Indian Minority and Human Rights Violations Annual Report 2008, மலேசிய இந்திய சிறுபான்மை மற்றும் மனித உரிமை மீறல்கள் ஆண்டறிக்கை 2008, 2) The Malaysian Indian Minority & Human Rights Violations Annual Report 2009 மலேசிய இந்திய சிறுபான்மை மற்றும் மனித உரிமை மீறல்கள் ஆண்டறிக்கை 2009, (பிராவாசி பாரதிய டிவாஸ் மாநாட்டில் இவ்விரண்டு அறிக்கைகளும் இந்தியப் பிரதமர் மன்மோகன் சிங்கிடம் வழங்கப்பட்டது.) 3) www.humanrightspartymalaysia.com எச்ஆர்பியின் அகப்பக்கத்தில் தினசரி செய்தி தொகுப்புகளிலும் இச்சந்திப்புக்கான காரணங்களைக் கண்டறியலாம் என்றும் பி.உதயகுமார் இந்தியப் பிரதமருக்கு எழுதிய  அக்கடிதத்தில் குறிப்பிட்டிருந்தார்.

மேலும் 2011இல் இந்தியாவில் நடைபெற்ற பிரவாசி பாரதி டிவாஸ் மாநாட்டில் எச்ஆர்பியின் ஆண்டறிக்கையொட்டி விளக்கமளிக்க வாய்ப்பு வழங்க வேண்டுமென்று தாம் கேட்டிருந்ததாக அவர் குறிப்பிட்டிருந்தார். ஆயிரத்திற்கும் மேற்பட்ட சிறந்த இந்திய வம்சாவளி மாணவர்கள் குறிப்பாக ஏழை மற்றும் தொழிலாளர் வர்க்கத்தினரின் பிள்ளைகள் மலேசிய கூட்டரசு பிரதேச சட்டத்திற்கு புறம்பாக மலேசிய அரசாங்கத்தின் மற்றும் இதர உபகாரச் சம்பளங்கள், மெட்ரிகுலேஷன் கல்லூரிகள் மற்றும் பொது பல்கலைக்கழகத்திற்குள் நுழைவு மறுக்கப்பட்டிருப்பதே தற்பொழுதைய தீவிரமான விஷயமாகும். இப்பிரச்சினைகளுக்கு எங்களுடன் பேச்சுவார்த்தை நடத்தி தீர்வு காண மலேசிய அரசாங்கம் மறுத்து விட்டது.

உலகம் முழுவதும் உள்ள இந்தியர்கள் மீது அக்கறை இருப்பதாக வெளிப்படையாக தெரிவித்ததைத் தொடர்ந்து இப்பிரச்சினையை இந்திய அரசாங்கத்திடம் கொண்டு சென்றுள்ளதாக அவர் மேலும் அக்கடிதத்தில் குறிப்பிட்டிருந்தார். உலகின் பல பகுதிகளிலிருந்து இந்திய வம்சாவளியினர் இந்திய நாட்டின் மேம்பாட்டிற்கு தங்களின் பங்கையாற்றுகின்றனர். அதே போல் உலகின் வேறு பகுதிகளில் இந்திய வம்சாவளியினரின் மேம்பாட்டிற்காக இந்திய அரசாங்கத்தின் பங்களிப்பும் தேவைப்படுகிறது.

இந்திய அரசாங்கம் ஆலோசிக்கும்படியான தீர்மானங்களை கலந்தாலோசிக்கவே கோலாலம்பூரில் உள்ள இந்திய உயர் கமிஷனரை (High Commissioner) சந்திக்க தாங்கள் அனுமதி கேட்டிருந்ததாக அவர் தெரிவித்திருந்தார். மலேசிய இந்திய மாணவர்கள்  மருத்துவம், மருந்தகம், பொறியியலாளர், விண்வெளி ஆராய்ச்சியாளர், தொழில்நுட்பத் தகவல், அக்சோரியல் அறிவியல், பையோ டெக்னாலாஜி மற்றும் பல் மருத்துவம் போன்ற துறைகளில் மலேசியாவில் அங்கீகரிக்கப்பட்ட இந்திய கல்லூரிகள் அல்லது உயர்கல்விக்கழகங்களில் பயிலுவதற்காக இந்திய அரசாங்கம் குறைந்தபட்சம் 800 மாணவர்களுக்கு முழு உபகாரச்சம்பளங்களை வழங்க வேண்டும் என்பதே எங்களின் தீர்மானமாகும். ஆனால் பல கடிதங்கள் மற்றும் தொலைபேசி அழைப்புகள் மூலம் தொடர்புகொள்ள எதிர்பார்த்தும் கோலாலம்பூரில் இயங்கும் இந்திய உயர் கமிஷனிடமிருந்து எந்தவொரு பதிலும் தமக்கு கிடைக்கவில்லை என்று பிரதமர் மன்மோகனுக்கு எழுதிய கடிதத்தின் இறுதியில் பி.உதயகுமார் குறிப்பிட்டிருந்தார்.

I WILL BE APLLYING MY PTPTN LOAN SOON AT A AMOUNT OF RM80,0000. I AM FROM A MIDDLE CLASS FAMILY. We refer to the above matter and to our letter to your Excellency titled Request to stop export of racial discrimination against ethnic minority Indians in Malaysia into Indian soil dated 9/6/2010.

In conjunction with your visit to Malaysia on 9/11/2010 we would like to humbly request for an official meeting with your Excellency and your Education and of Overseas Indian Affairs Senior officers in your delegation to solicit the help of the government of India to help relieve the 53 year pain and sufferings of the 2.5 Million people of Indian Origin in Malaysia which is at a critical level today but very little known to the outside world because of their ‘successful advertisements’. Our case is as per our:-

(both submitted to your goodselves at the Pravasi Bharathiya Divas Conference, India).

At the 2011 Pravasi Bharathiya Divas Conference in India we request for an opportunity to present our maiden paper on the first day.

Our immediate concern is the denial and segregation of thousands of top and high achieving students of Indian Origin in Malaysia especially from the poor and working class who have been denied Malaysian Government and other scholarships, Matriculation and Public University places contrary to the Malaysian Federal Constitution. The Malaysian Government refuses to engage us in a discussion to resolve this critical issue.

We now turn to the Government of India as your goodselves have a publicly stated interest in People of Indian Origin the world over. In many parts of the world, People of Indian origin contribute towards development in India. In the same vein, in other parts of the world, the People of Indian origin need development assistance as in our case and the Government of India can contribute.

Our request for a meeting with the Indian High Commissioner in Kuala Lumpur is to discuss a specific proposal we have for the Government of India to consider. Our proposal is for the Government of India to allocate at least 800 full scholarships to the aforesaid Malaysian Indian students in the Medical, Pharmaceutical, Engineering, Aeronautical, I.T, Actuarial Science, Bio Technology and Dentistry in Indian Institutions of Higher learning that is recognized by the Government of Malaysia.

We have not been able to elicit any response on this from the Indian High Commission in Kuala Lumpur despite our letters and numerous telephone calls.

So please help us Sir
